Are the boarded up store fronts downtown finding commercial tenants? Does the local population support the businesses ?

What I am wondering is, is Troy really big enough for its downtown to come back? We really want a town with a complete downtown (grocery story, pharamacy, bank, post office, etc.). There seem enough store front, but does there seem likelyhood of them filling up?
