Probably the wrong choice of words on my part. On Ch 6 news they were interviewing people in Schenectady that were supposed to have their cars off the street so they could be plowed. However that message was conveyed to these people, they complied, and yet their street was never plowed.

If you live on what are deemed "priority" streets you have to remove your car or they will remove it for you. The secondaries and smaller streets you don't.

My parents live on Oakwood, which is definitely not a priority street, and they got plowed out. They also don't park on the street, and they own the property they live in, so they aren't playing musical parking spaces with other residents.

I had a laugh when I saw one guy complaining about how "you dig your car out and go somewhere, and when you come back, someone's taken your spot!" No one owns the curbsides, and the notion of being able to park in front of your own house went out as soon as there started being more than one car to a household. There are two cars in my house, mine and the one that belongs to my landlord and his wife (they live underneath me). And on my street in Watervliet none of the houses have driveways because the houses were build pre-1900's, so no one had cars.
