It was about 4 years ago. On the west side, which is cheaper than the east side. Keep in mind, not all apartments/houses are advertised either. It pays to walk around the town a bit where sometimes you will find signs outside of places looking for renters but they don't advertise online.

I wonder if this is due to the history of the West Side being more working class/service/blue collar oriented.
