People constantly say people will use it if it's built. What people? Sorry, but we've been so dependent on our cars/suvs/trucks for so long. I just don't see people giving them up to commute to work. Many people don't work 9-5. Often times, schedules change on a moments notice.

Most people don't work for the handful of large employers. If they are considering taking a rail to work, what happens when it has stops 5 miles away from your company? Will you have to take a bus or a cab to continue your commute? How is that more efficient? It's not. And taking multiple forms of transportation and paying several times to get to work is a pain in the rear end especially when you have your own car sitting in your driveway. One that you still have to pay insurance and registration fees on.
