There are Native Americans selling their jewelery on the sidewalk at Old Town Albuquerque on the East side of the plaza. They are registered, I don't recall the details. Every visitor I have ever taken though the area has bought a few inexpensive items. I don't know what their schedule is.
Rich, there is an Old Town Merchant's Assn that is supposed to regulate the Old Town sales. If I remember correctly, I think the only requirement is that they are supposed to make what they. I think the rule is loosely enforced, because I have seen folks at Old Town selling goods that I saw them purchase at local auctions. That's why I recommended that people be more wary about items purchased there.
That is a little contrast to the vendors under the portal at the Palace of the Governors, who must be Native American, register with the Museum, be selected by lottery for their spots and sell only Native American made goods. Almost every one I've spoken with there is the maker of the items they're selling or a close relative of the maker.
We have friends who are Native American and they sell every weekend at the Idalia Marketplace in Rio Rancho. Excellent quality, reasonable prices, and they will custom make whatever you want.
Old Town would be the last place I'd recommend unless you simply were short on time, wanted to pay more than you would buying directly from the artist and wanted to increase your chances of getting non-Native made goods.
Go directly to the pueblos or to the Indian Pueblo Cultural Center if you are limited to staying in Albuquerque.
