Hello! We are considering relocating to Albuquerque from Phoenix, AZ and are trying to get some idea as to what utilities (electric, gas, water, cable - not DISH) cost. We would be looking at a 2-3 bedroom home. Any info would be greatly appreciated. Thank you!

It really depends. A 50 year old 100 sq ft 2-3 bedroom can cost more to cool/heat than a new 2-3 bedroom 2500 sq ft home. A 100 year old adobe can cost less than both.
I have a 1,600 square foot 3/2 with central forced air heat and refrigerated air. Furnace, stove and water heater are gas. I irrigate with a drip system for 5 months of the year. My combined power, gas and water/sewer/garbage average $270 per month. August can be as high as $400 while April can be as low as $150. The water/sewer/garbage minimum is right around $100 — you can count on that.
Cable/internet through Xfinity will run you $100-$200 a month depending on the package.
"We are considering relocating to Albuquerque from Phoenix." How many is "we"? A family of six? A couple with no kids?
My most recent bills were $30 electric, $24 gas, $58 water/sewer/trash ($112 total), with two adults in a 1700 sf house (w/ refrig. air and sprinkler/drip irrigation). Highest water/sewer/trash bill of the year was $61 (July). Highest electric was $86 (Aug.). Highest gas was $55 (Dec. & Jan.). This is in Albuquerque, NOT Rio Rancho.
There are various rebate programs in Albuquerque for upgrades to more efficient versions of whatever you have:
