My first tip would be if you live near a Costco. You don't need to be a member to purchase liquor. Anyway, they have two options, both good choices, both are Kirkland brand. The tall bottle is from France and rumored to be of Grey Goose lineage. The shorter bottle is from Texas and rumored to be of Tito's lineage. Both are fabulous for their taste and value. Barring those my next choice would be Absolut, another good value with better than average taste.

I have not tried it yet. But I just Googled it and it's now from Tennessee, seven year age and tastes supposedly like Gentleman Jack. It's also presumed to be made by Jack D. or Dickel. Probably worth a try!

I'm pretty sure it's their nationwide policy based on a few states' liquor laws. I believe you can grab your liquor and checkout but you cannot buy anything else without a membership. You may also go to service desk before shopping.
You're right you get a good bang for your buck with Tito's but Kirkland is an even better buy IMO without giving up any quality/ taste.
