I spent a lot of time in a Brazilian neighbourhood in Toronto, and Cubans are rare up here, so I gotta go with Cuba.

The United Kingdom (UK) has a lot of Brazilians, Cubans, and Colombians.

Not many Cubans, Cubans are mostly in the US.
As to both cultures, Cuba by far, but then I don't speak Portuguese and I don't like their culture.

They can't be compared. Both have the most interesting cultures in their own sphere. Cuba has the most rich culture in the Caribbean, and the same goes for Brazil in South America.
