What do you mean by best? Do you mean largest? Do you mean largest per capita? Do you mean most evenly distributed? Please articulate your question in more detail!

This is from wiki.answers.com:
The countries of Brazil, Argentina, and Venezuela have the largest economies in South America. However, Paraguay, Argentina, and Peru have the fastest growing economies in South America. The 3 best economies would most likely be Argentina, Brazil, and Peru in that order (Peru has the 6th largest economy in South America).[LEFT]

Right now I would say Chile, Uruguay, and Panama, however most Latin American countries from Colombia, to Peru, and Brazil are really booming as well.

I say chile and brazil. Chile has a developed and pretty prosperous economy, whereas Brazil's is huge and booming! Uruguay is a nice country, but it's economy is pretty small and not very diversified (mainly agriculture).

Brazil has the most diversified economy in Latin America.

It has the most diversified services sector and the most diversified manufacturing sector.

Brazil's manufacturing sector produces a wide range of goods, both for domestic consumption and for exports.
