Perhaps Brazil, Mexico, and Argentina with improvements in government.

Venezuela has A LOT of potential as they are sitting on an ocean of oil. Venezuela needs to dump socialism. They can have a welfare state powered by capitalism and oil.

The irony about Venezuela is that the thing that favors them for becoming developed is the same thing that favors the continuation of socialism. The government is capturing 100% of the oil wealth and using much of it to buy people's votes. The demise of socialism in Venezuela is, ironically, the very same thing that can save it (unless someone does a successful coup before all the oil is gone.)

Venezuela was just about there before Chavez took office. The previously privileged are still mostly around and many still have much of their wealth. While large numbers have left the country, they still represent a small percentage of the current population. Quite a few of the previously privileged have stayed around and are cautious in guarding their money because when it comes down to it their best prospects are you staying and hope the government changes. It's very reminiscent of South Africa where most outsiders thought white flight would be an epidemic. The whites in fact mostly stayed even though they have minimal political power, they still have the money and resources. This is the state of the powerful of the past and once government change happens they will reemerge.

After Chavez died, a lot of elite wealthy and upper middle class Venezuelans fled to the Republic of Panama. A lot of Venezuelans are continuing to go to Panama still today.
