Of course. People from Spain and Portugal are considered Latinos in the United States.

One issue with the "Latino/a" label is that it is sometimes considered political, that it will be used to qualify for "affirmative action" programs which many people find controversial.

The OP should have said 'do they look Mexican?' as that is what it seems he was implyinh. I would say yes, as i do know many Mexicans that could pass off as Southeast Asian and/or Filipino. Especially those with stronger indigenous blood.
