I think that the point is that it is difficult even for a small country with no industry, heavy rain and geothermic energy. The period of intense rainfall that permitted those 75 days followed a long drought where they had to burn far more fossil fuels than normal pushing up electricity rates. They also have geothermic energy , which will possibly allow them to become carbon neutral in six years.
It is impressive that they are even trying, and it will help sell the country as an international tourist destination for environmental tourism. But don't be too quick to blame other countries for lack of political will.
