Colombia of course...I would say the Jazz scene in Colombia is more alive currently than either of the aforementioned countries. Festivals like Jazz al Parque and BarranquiJazz are some of the most important on the continent in regards to that genre and there are plenty new bands making waves internationally.
I don't think Esteman is jazz, just pop. And I don't think Galán or Bermúdez ever intended to do jazz.
On your 1st point, you can do pop while delving into other genres, Esteman does a lot of this; New Wave (robot), Calypso (cosita tropical), Country (aqui estoy yo), etc.
Second point, that's why I precisely said orchestral Cumbias, Porros, Gaitas etc. had a "homegrown" jazzy flavour.
