The FARC did similar things right before the peace deal, trying to make a show of force hoping to get themselves more leverage at the negotiating table. I don´t think the people have the stomach for that this time though. Also the ELN still kidnaps people, something the FARC stopped doing as a precondition for the process.

The issue with ELN is that they are backed up by Venezuela, it's their leverage and where they have their main base of operations. As long as Maduro stays in power in Venezuela, ELN will not twist its arm.

I thought their main base of operations was along the pacific coast?
No, it´s definitely Arauca. They´ve infiltrated somewhat on the other side, departments like el Chocó, but in Arauca they can jump the border and resupply. In fact, about 10 years ago the ELN temporarily attacked the FARC to drive them out of Arauca...the government was loving it, but the conflict was short-lived.
