Non-Canadians arguing with actual Canadians on whether or not Canada is a part of Latin America....City-Data is a special place...one can get very technical with the definition of Latin America but I think most people know what the general spirit of the term is...I am not sure that Haiti even qualifies as part of LA...and as mentioned, once you begin sub-dividing countries there is no telling where it ends

Several cities in Puerto Rico have black mayors. I'm sure the same can be said for several cities in Dominican Republic and Cuba. Those are the 3 Spanish countries with highest percentages of African descendants.

This business of Haiti being part of Latin America periodically surfaces. Well if that nation is Latin American then so is Canada, where French is an important language spoken by millions, either as a first or second language.
