I know Brazilians that have studied in Australia, and they are allowed to work. Yet I see them really striving to get permanent residency after their course finishes.

Few Brazilians are found in Argentina probably because there's nothing there that they don't already have at home. Large communities of Brazilians in Argentina would be far more surprising than the other way around.
