Surprising number of major serial killers from South America (crime, safer)

I was glancing through the list of worst serial killers in world history and was very surprised how most were from a couple of South American nations: Colombia and Brazil. Top two are both Colombian, 4 of top 6 are from Colombia or Brazil. Not what I would have expected.

I've read through that list before, it's quite unfortunate if those stories are true. I'm glad countries like Colombia are much safer now.

It really opens your eyes to How the 20th century lacked the technology and social moral to solve crimes fast enough.
