Haiti's situation is one of many examples on why you have to take homicide rate figures with a grain of salt. Haiti indeed probably has a lower homicide rate than several LatAm countries, but it's obviously much less safe. I just read today in the newspaper that criminal gangs are trying a coup d'etat by terrorist attacks targeted towards public buildings, hospitals, airports, prisons... Wow!

I am not even sure if these are gangs in the traditional sense or paramilitary type outfits or a mixture of the two...the main gang leader Barbecue has been linked to politicians from day one....their actions and goals are not traditional criminal gang goals even though the media keeps calling them that
