Trying to buy a house in A2 and have a difficult time to come up with the right price for an initial offer. Is listed appraisal price of any use? Should I do an appraisal prior to the offer (in case if current appraisal was done long time ago)? Thank you.

Are you working with a buyers agent? They will help you find the right price. It does not cost you anything.

No, forget an appraisal. You should find out what similar homes have sold for in the same area recently, which aren't always upfront on an appraisal. Then make an offer below that to start.

Just be perpared for the fact that Ann Arbor houses cost a heart and a kidney. Everyone wants to live there so buyers can ask whatever crazy price they want.

I'm relocating from MN to MI due to a job change. I don't think I can afford to live in A2 what are some good alternatives?

Well the initial problem will be what type of community you want to live in, not many communities have as much to do as Ann Arbor in such a small package. If you are bent on being in the area, I would recommend looking in the outlying areas that are a short trip, there are cheaper apt's/housing further outside of downtown. Essentially, it really boils down to exactly where you want to relocate, this will determine how much you will be paying.

Try just outside of the city limits, such as Pittsfield Township to the south. Taxes are MUCH lower. There's certainly no shortage of homes, condos and apartments to choose from. Ideally I'd want to live within Ann Arbor proper but when I bought I couldn't afford it either. Saline and Dexter are worth a look too. Given the number of short sales around here I think you might find Ann Arbor to be more affordable than you think.
