You've got gnats. Probably picked them up on fruit from the grocery store. We have them a lot this time of year.

When they land and walk around they jump a little. Plus, it's gnat season, they are all over the produce sections at the grocery stores and you bring them home on fruit.
Spring tails came to mind for me as well but they don't fly at all do they? Gnats do crawl around fruit and when you go to catch them they jump around and then fly off. The grain of rice did make me think of spring tails though.
Still a mystery, we need video.
