Lol, mine was 0.05 credit. I checked back until Dec. 2013 and I never was charges EEP adjustment. Very weird.

I had a $.05 credit, why would this sound like a good idea?

Utility companies here have too big a hand in government. I guess I won't worry about conservation because apparently the utility company knows how much I should be using.

Those of you with credits, was that on your November or December bills? I had a tiny credit in November.

My Weather EEP adjustment was .70 in November - then the ANNUAL EEP adjustment was .03CREDIT .

Seems like 11.00 is really high for that EEP adjustment!! My USAGE (which is the line directly above the Weather EEP on my bill) was 10.66 - could you have read the wrong line?

No, it's not, but you mentioned SRP as a comparison. SRP is considered a quasi-governmental entity, so is governed by its own publicly elected board.
