Termite report done by home inspector found evidence of past carpenter ants. Seller's exterminator found no evidence should I just get 3rd opinion? Will seller be bound by 3rd opinion if not in their favor?

It'll have to be disclosed if there was or was not. Since you're buying have an inspection done

Seller is bound to whatever is discovered and has to be disclosed. Getting seller to pay for the inspection will have to be negotiated.

I'd get a termite exterminator to inspect regardless, 100 inspection is a drop in the bucket following a large expenditure like a house. But if seller is refusing to have the home inspected that's a clue of bad things. If something is found you could use it as leverage against the cost of the inspection i suppose.

I run into this all the time. "past evidence" does not mean current infestation. I would be willing to bet that the 1st inspectors report came with a proposal to treat the property as well. They are fishing for new business. They know that the Buyer (and maybe the Buyers bank) will get nervous and ask the Seller to treat it.

If the Sellers current pest control is licensed, they are probably competent and will treat if necessary. Why dump more toxic chemicals into the ground or foundation?

In AZ it is very easy to research all infestation reports. Any competent pest control company can do it. They should have looked it up to see if it was treated, when and how.
