Because if the apartments are kept full, then they only have to show a model unit and not have to clean apartments between tenants. What terrible, terrible landlords!

Agree with OP. Especially on a regional basis. The moderate sunny climate, verdant desert vistas, interesting historical sites, plethora of outdoor activities, and reasonable COL of southeast Arizona are all terrible. Do not come here!
