I have never been a fan of "cross county" annexation that is allowed to occur in Arizona. Queen Creek comes to mind where they are snatching up large portions of Pinal County, making it much more difficult for San Tan Valley to eventually incorporate if they want to.
Now Marana is thinking of encroaching into Pinal County - including a potentially large economic driver area that is OWNED by the county - Pinal Airpark itself.
Can't say I am a fan - with the exception that is mentioned in the article that Marana could add on additional incentives since many of the jobs could go to their residents as they come.

Marana should infill all of the land in Pima county they've avoided annexing over the years. The town is pretty good at cherry picking retail and industrial areas, yet avoiding any new subdivisions.
