You also seem to be missing the fact that Holbrook is sitting well inside the borders of the Hopi Reservation. I don't think they would take to kindly to any expansion of the city.

Holbrook, AZ will be guaranteed more diverse population and progressive-feel, which it already is since beginning. Navajo Indian people residing up north can move down to Holbrook newer homes area. Tech jobs from California can come in. It should share close connections with Flagstaff, AZ, already a Liberal city in Arizona, but with more affordable housing and open-land.

It's actually outside of Hopi Reservation borders, and no one owns the Holbrook undeveloped land except the Arizona state government. The beltway freeway can reach up north with new homes to Hopi Reservation southern border max.

We don't want to be stuck with hot weather Pheonix and Tucson forever. I think nationwide people love to move to Arizona, but they need flat-land and reasonable weather, and only Holbrook fits their criteria. But Holbrook hasn't been built yet... Why?

Ah...I see now...looked like the Hopi and Navajo Nation extended south of there but...just the coloring of the map.
Anyway...good luck with your Shangri-La...I mean...look what McCulloch did with Lake Havasu City. I mean...there is no lake or running natural water in Holbrook and it is quite a ways from CA with only the Petrified Forest as a natural tourist attraction, but hey, could happen.
