I think it replaces the passport just for mexico or if live by the canadian border

My cousin and wife in Green Valley go down for dental work in Nogales, neither have passports. I was recently down there with my brother, who has no passport, not a problem, as I do have a passport, but the times I've asked a custom guard what would happen if I left my passport at home, his response is No Problema!

Thanks, it turns out that I had to go to one of the San Luis ones (it was for some formality to do with immigration), I didn't even know there were two of them so can't tell you which I went to other than it was a cute little town with lots of Mexicans (possibly migrant workers) walking back over the border to Mexico.

I go to Juarez for my dental work. No passport required. I've gone 4 times with just my NM Driver's License and county-issued Birth Certificate. Those two docs get you back in to the U.S from Mexico.

I get shuttled in to Juarez in the Washington Dental Clinic van, hopping in at Sunland Park in north El Paso.

No one from Mexico has ever verified my identity when I'm entering Mexico.

None to enter Mexico. A passport (US citizen) to come back to the US. They will let you in without one, but theoretically can hassle you about it. Customs and Border Patrol can be real jerks, so it is best to get one if you plan to come and go from Mexico.

This is weird, I keep hearing about this crisis at the border but you're all saying you don't even need a US passport to get back in? Is it all just the usual media hype?

No country has the right to refuse entry of their own citizens, with or without documents. Think about it. What would happen if Mexico decided to refuse entry of Mexican citizens from the US? See a problem there?

All you need to re-enter the U.S. as a U.S. citizen is a county-issued Birth certificate and a valid picture ID, such as a driver's license. I've done this 4 times and the longest it's taken has been about 2 mintes at the U.S. Border Patrol checkpoint.
