My understanding is that anyone who has a license to sell beer can sell the real stuff.

Arkansas is a full-strength state. Oklahoma has the 3.2 beer. The only real restrictions in Arkansas (as long a you are in a wet county) is you cannot buy hard liquor in a grocery store, it has to be sold in a liquor store.

Ok, is 3.2, AR is full service. The only restriction, if the county allows sales is there must be a separate entrance to the liquor dept.

It's not the case in most counties. It used to be that way (at least somewhat, I don't recall if it was law or just something they demanded) in Washington county and if you remember they really only started allowing gas stations, Walmart, etc. to start carrying beer pretty recently. Before that it was only the liquor stores selling beer. When Sam's was built, having a separate entrance and not requiring membership to use the liquor/beer section was a mandated requirement, not something the store just chose to do. Whether that would still be asked if they were building today, I'm not sure.

I've heard the Sam's Club decided to allow non members into the liquor section to more or less stick it to the local liquor stores that were trying to stop Sam's from carrying in the first place.

What is 3.2 beer? We only have major brands where I come from and everyone sells it.

3.2 is the alcohol content allowed in beer sold in Oklahoma. Although, I think it depends on how the beer is distributed because I know I've had regular beer in Oklahoma before so I'm not sure what the exact laws are.
