jewish man, in my late 40's thinking of moving to israel with my cat and very little money, can work well in hotels , restaraunts , speak little to no hebrew, fluent english and spanish.
going to be using all available financial aide i think close to 5 grand plus free airfare and hopefully a nice absorption center, want to live at the beach , i figure better chances at getting a hospitality based job or F & B job at a resort town

I assume you are in contact with the Jewish Agency (or your local Israeli Consulate) as they can provide with help on immigrating to Israel.
You should be able to find a job in a hotel if you speak fluent English & Spanish.
I think for a restaurant job you would need to speak Hebrew.
I suggest looking into Tel Aviv, Netanya (north of Tel Aviv) or Eilat (on the Red Sea) as I think those are the main resort towns where you will find foreign tourists (where speaking Hebrew for a hotel job will probably not be absolute necessity).

As a new immigrant one can get Hebrew classes in Israel at immigrant Hebrew ulpans (schools) located at most immigrant absorption centers.
A man in his 40s might do some military reserve duty of up to 34 days a year (except the first time might 2 months in order to do a month of basic training/boot camp).
Considering war with Iran and Israel is fast approaching. I wouldn't move over there right now...
