East Asians are reserved within themselves
Unlike Americans talking to strangers who are also Americans.

I was asked why I did not talk to people in a place with many people by an American
I explained it is not culturally acceptable to talk to strangers or some people may be afraid of talking strangers, women more likely.

You hear Asians returning from trips overseas about the locals talking to them because they are foreigners. You hear less about Asians talking to foreigners in Asia. Asians often refuse to talk with strangers of the same country because they don't know you.

The OP is mostly right, but I found the Taiwanese to be incredibly open and friendly. Largely because in those days (90s) many could speak English well enough to feel comfortable in a social relationship. In many respects they had Chinese characteristics, but mainlanders remained timid and standoffish.
