Why doesn't Japan ban child porn manga? (crime, country, people)

In June 2014, Japan's parliament voted to ban the possession of real images of child sexual abuse. Production and distribution of these images had been illegal since 1999, but Japan was the last country in the OECD to outlaw possession.
At the time there were calls to also outlaw "virtual" sexual images - in manga, anime and games - of characters who appear to be under 18. But after much debate, Japan's parliament decided against this. The decision drew condemnation from child protection campaigners and NGOs, particularly outside Japan.
I recall their age of consent is like 11. There was a scandal several years ago of girls selling themselves to older men. I think it was called compensated dating. It later spread to other Asian countries. Here's an interesting video on their kawaii culture.

Because it's not real. Why focus on virtual images and comic books when there are real issues to deal with like child abuse and the child sex trade.

It's 13, not 11. Spain's age of consent is 13 as well.
And really, do you really think a clause called age of consent is gonna stop the underaged from having sex? You can't drink until you're 21 in America, check out which teenager follows that.
Btw I don't believe Japan's illegal prostitution or underage sex problems are anywhere worse than Western countries. Japan has their issues, but these random kinky and unpleasant porn videos are the least of their concern.
I think the original post points to the fact that there's a considerable lobby to prevent the banning of these pornographic comics indicates that there's a substantial problem that's being tolerated. As a result, it doesn't show up in crime statistics. I think there was also a controversy of underage girls in Japan being photographed in provacative ways to get around the porno laws. In the US, they would never tolerate little girls spreading their legs.
Because Japan is no longer occupied by the USA, and they are free to ban whatever they want, without regard to whether it meets American standards of decency.
The Japanese seem to be mature and adult enough to deal with things that offend Americans, without worrying about the effect it will have on their orderly society.

Crime stats? I'm sure it's lowest in the history of low. It's Japan, not South Africa.

While I agree in principle, it would help for Japan to display more self-awareness. The reason why this is a concern from completely foreign observers, is because Japan's pop culture has disseminated across the world for decades. For roughly 30 years, Japanese is probably the most influential culture around the world, second behind American.
I've been thinking about how much Westerners, anywhere from the ages of 10-40, have had Japanese culture invade every part of their pastimes. When they were little and possibly didn't even know what Japan was, their toys, cartoons, video games, were inherently Japanese, and it's hard to avoid. If they begin to explore the source of the hobbies they learned as children, people from that generation of Westerners are exposed to content and customs that are abhorrent by Western standards. At that point, it becomes our problem.
I guess the blame should be placed on toy companies, broadcasters, and movie producers, for bringing a foreign culture to Western territories with none of the context, but the damage is done. However, Japan can't just say, "it's our culture, not your concern." They share the world with everyone else, and should consider showing some responsibility.
Why does it matter? It's not like they're out raping or harassing little girls or something.
Yes, they are. They're assaulting even gradeschool girls, let alone pre-teens and teens. Watch the video.
