Yes agree, it is mostly true in most Asian cities or countries.

But I am more interested to know the typical Asians. People not fluent in English. Im more interested in typical people's opinions instead the opinions of small number of westernised or rich people in Asian countries.

In India, with 22 languages, English is a matter of survival for people who didn't attend school.

Huh? Most people outside Western Europe suck at learning languages? You say that based on what? Pretty sure there are lots of countries throughout the world where most people are bilingual, not just in Western Europe. This is one of the oddest posts I've read for a while. The world is bigger than the Anglosphere + a handful of monolingual countries in East Asia.

Japanese learn for 6 years, but usually cannot actually speak as the way the school system teaches it is awful, with the school system never teaching them to speak, but just to write sentences over and over and that there is only one correct answer. However, I bet almost everyone can string together some (albeit heavily accented) simple set phrases like "You like __?" and this sort of thing. In other words, do they learn it? Technically yes. Do most people speak it? Absolutely not, I think the amount of people who can converse actually is like 5%ish. This will hopefully change in coming decades as Japan opens up more and more to the world and internationalizes.
