No. The strict Japanese culture that makes it such a neat place would be destroyed if they started letting in loads of Chinese and Korean immigrants.

They need their herbivore men to become real men, get married, and have children. That's what needs to happen.

Will your country offer this kind of treatment to foreigners who had never paid a dime to your country?
I got flabbergasted to read your post. Japan is not a paradise for foreigners who try to illegally get a medical service like this. Japanese government and health insurance officials are not gullible pushovers. They are very strict about this kind of thing, especially when this kind of expensive treatment is involved.
I assume you meant National Health Insurance (NHI) because the patient had to pay only 30% of the total cost. Japan is a law-abiding country and has a statute that stipulates the eligibility of the insured of NHI. Someone who is entitled to join NHI must be a registered resident in Japan staying for 3 months or more and has to pay the premium, some amount upfront plus monthly payment.
I don't know how this Chinese woman of your acquaintance managed to fiddle her father's health insurance. It is not possible by a legit way anyway. By forging or borrowing or bribing. Other possibilities are she pulled the wool over your eyes to get some money or you cooked up a plausible story to make it look interesting.

It works as long as the cultures are not completely opposite to each other.

If Japan opens its door for immigration, most likely the preference will be given to those Sansei or Yonsei (third and fourth generation migrants with Japanese blood) from Brazil and Peru.

In fact a lot of them are already in Japan on work visa.

So far all of the people you guys are mentioning, Chinese, Japanese South Americans and Koreans all average less than 2 babies per person. This wouldn't help their problem at all.

If Japan wants to increase its population, its people have to make more love. Currently Japan sets the record that its people have least sex -- only 34% say they make love weekly.

There are many reasons why they have so few sex. Some are quite obvious like work fatigue. Most White Collar works do not get off work until 6 pm, or 7 pm, or 8 pm or even later in the evening. Afterwards most of them like to associate with colleagues over some alcohol. Plus the long commute, the time they get home is almost close or after midnight.

So there is practically no time left for sex with the exhausting body.

Forget Japan. China needs millions of immigrants every year. Since their birthrate is so low and their population so big how are they going to take card of seniors? They would need immigrants from pooprer countries, such as Bangladesh and Pakistan. Would China do it? Lol

Why should (South) Korean consider moving into Japan? They have roughly equal standard of living and still do not like Japanese behaviour during the colonial time and WW2.

I still do not understand why people connect population growth to welfare and prosperity. If the world just had 3 bln people, everybody would be better off in todays productivity, and the worlds least populated countries such as Norway are the most happy ones.

Because demographics show that Japan is losing their workforce to death, old age and retirement. There are not enough persons to fill all the jobs they need. Their economy suffers and costs go up in such a scenario. Nordic countries are much smaller and they are producing sufficient laborers to fill their jobs.

Economics...
