These cities are comparable in size and development. Which city would be a better place to live or just visit? I guess some points we can compare are:

Natural setting

Infrastructure
Walkability
Amenities/Entertainment
Skyline
Safety

If you can think of any other points to compare, feel free to add on

Tough one! I'll be back in Phnom Penh soon....havent been there in years.

Regarding Cebu...not much walkability or infrastructure. Fairly car-dependent, with little to walk to. The strong point is the entertainment. It is a popular place for foreign expats to date, and more. Skyline can't recall much of a skyline. Safety....ah...safer than Phnom Pehn.

Phnom Penh is much more walkable....and has well-known entertainment as well. Define infrastructure.

Frankly, I'd look at Puerto Princesa or maybe Boracay when it opens back up, if you're looking in the Phillipines. Subic Bay is nice too, couple of great nature preserves there, and a real nice town that's already labels everything in dollars.

Cebu developed earlier. Cebu is an island, cannot be reached by driving from other islands. PP is the capital of Cambodia.
Cambodia is cheaper. With more Chinese tourists and less westerners than Cebu. Both have many south korean tourists. Less english. PP closer to Mainland SE Asian countries such as Vietnam, Laos and Thailand, can be reached by land routes.

Cebu City isn't an island. It's a city on an island called Cebu. But, it'll take you 10 hours to go from north to south on that very long island. The city of Cebu is just a speck of it, in the middle. Anyway, I'm sure the OP is aware of that by looking at a map anyway.

Phnom Pehn, I hardly saw any Chinese tourists. I was just there 3 weeks ago. Many Chinese tourists are going to Sinoukeville because of a Chinese casino that has been built. I saw quite a few westerners in Phnom Pehn, particularly along the waterfront. It seemed like a wash to me if Cebu has more or less westerners. Usually I only see westerners at the mall in Cebu. In Phnom Pehn, they are all hanging out along the waterfront. They seem to be in equal numbers in both cities.

Korean tourists. Yeah, Cebu and every city in the Philippines is filled with Koreans. I didn't see many Koreans in Phnom Pehn though.

Exclamation Safety

You might want to be careful of the traffic if you are considering Cambodia. In Phnom Penh I was hit by a car as I was trying to walk across the road. I politely suggested I wanted police assistance but the driver got in her car and drove off leaving me at the side of the road, bruised, concussed and with blood dripping down my face from a head wound. I went to a police station nearby and an attendant took me back purportedly to confirm the location of the incident. When I got off the back of his motorcycle he peculiarly abruptly broke off talking with me and drove off leaving me there. I waited a while and then went back to the station nearby but could not get any assistance.

filipinas are always proud of korean tourists in their countries, and they forget that koreans are only looking for countries with cheap destinations and save their money, unlike Japanese they are very lavishly spending money to go on holiday to bali, singapore etc ... whatever it is bali Indonesia always a visit of people from rich countries !!

My reports say the Chinese have taken complete control of Sihanoukeville and are dominant players in the PP real estate market.

I saw that first-hand last year.

The entire beach is filled with Chinese-style round tables, and karaoke and pretty much everything that caters to that type of tourist. Tons of chinese guys walking around absolutely everywhere with no shirts and tattoos - they looked very 'connected' mafia-wise and with the casino industry that is thriving in that city now.

This is better than the drunk western youth scene bringing little economic benefit to the country.
Funny someone is ok with Macau but not increasing mainland Chinese in Cambodia.
Macau is many times mainland influenced than Cambodia and being part of China under one country two systems with overwhelming pro Beijing residents. With none of the trouble makers like those in HK.
maybe bad for a westerner but not always bad for a local.
