I'm considering renting in Cebu and have no idea what the laws are regarding American foreigners (or any foreigners at all, for that matter) renting property there. Perhaps it is different than buying? I hear no foreigner can own land unless it is acquired by a Filipino.
Anyway, that said, what about the safety of your rental property when you aren't there?

There are no special laws for foreigners renting in the Philippines. As mentioned by the OP, foreigners cannot own land. Or to be specific, land may be owned only by Filipinos or corporations with Filipino majority ownership. Foreigners can own condominium units, as long as the number of units sold to foreigners is less than 40%.
Safety of rental property depends on what you are renting. An apartment or condo unit with shared security (which should be included in your monthly fees) is probably more convenient for foreigners. The tenant is probably going to make their own security arrangements if the rental does not have any shared security arrangements (such as single-family houses outside gated communities).
