Where did you get your GDP per capital data? Jiangsu is almost $15,000 per capita.

PPP vs. nominal.

We all know nominal gdp per capita doesn't reflect true living standard at all. For example, CNY depreciated 10% against USD in 2016, doesn't mean people's lives are 10% worse.

any of the Chinese coastal provinces are much richer than Spain, or any southern European countries.

GDP is not a good measure anyway.
Tianjin has a very high GDP due to fixed investments in recent years. However in terms of level of development it is far from tier one cities.

Where did you find the PPP information?

I have a really hard time believing Inner Mongolia has that much wealth relative to other provinces. I haven't been their personally, but a friend of mine lived in Baotou and I've seen lots of pictures and videos, doesn't seem nice to me at all and poverty seems rampant in rural parts of Inner Mongolia.

Your perception is correct.

Inner Mongolia has a high gdp per capita due to resources. However, it didn't translate into superior infrastructure or higher income. In general, it is not really a highly developed province.

Data are here. it is from 2015, so I adjusted by about 7% to get 2016 amount.

I am originally from Zhejiang province, just to give an idea of the cost of living there. If you want to live in a good (not great) location in the city, u will have to pay ~ 1-1.5 million USD for a 1000 sq ft condo. Beijing is much worse, in the 2 million+ range, where Tianjin is much cheaper, just alot of factories there.

I spent a little time in Hangzhou and I'd much rather live there then in Beijing. Actually, it's one of my favorite cities in China. One thing about China is that rent/property price can reduce drastically as one gets farther from the city center.
