It appears to me that the US government has always been pro-US when it comes to consuming products. I've always noticed that all the airplanes are made by Boeing (including Air Force One) and helicopters are Sikorsky (founded and based in Connecticut), all vehicles are from American brands (including the presidential limousine and even the cars/SUVs of various police departments nationwide -Chrysler, Ford, Chevrolet; etc-), all its embassies abroad were designed by American architects and US-based architectural and engineering firms; etc.
That China is now limiting Tesla in the public sector points to a change in its policy, perhaps an aggression towards the USA. But that the US government supports American companies it has been a practice for a very long time since before China became one of the big guys on the block. Heck, I wouldn't be surprised if US government computers are all Dell instead of Vaio (Sony) or some foreign brand.
