Throughout Asia, almost everywhere is closed to everywhere else. So this might allow the first chance of mobility in Asia for people to get from Point A to Point B in Asia.

Now fully vaccinated people from HK and Taiwan, which are in the same country as Macau, must still spend 2 weeks in Macau hotels first after entering.
Macau won't open up easily coz it is following the strict policies of Mainland China. The strictest anti covid policies in the world. Good policies to prevent the virus.
