It was probably to counter any influence from the US, but really they had nothing to worry about as the US VP role (not to pick on Harris, under any administration) is not really significant as they really have no role in government except, currently, as a tie-breaker vote in Senate. It's not a real job. Her trip was purely symbolic and did not result in any policy change. Even then I have to add, she has been underperforming in even the non-role that she has.
More significant, is that recently our Defense Secretary and deputy Sec. of State made some official visits to the far east.
the Chinese don't see Harris as an adversary. Most Americans have no idea or care she made a trip to the Far East.
She's more of an adversary to the US than she is to China. Her trip was probably designed just to have her out of the way during the Afghanistan fiasco. She was tone deaf enough to pose in front of a bust of Ho Chi Minh right as Afghanistan was collapsing. That is either extreme ignorance or malicious malfeasance against the country she is supposed to be representing.

I would say that it is accepting Vietnam for what that country is.
