Here is what he said:

The problem is that those who presume an intelligence behind creation have it backwards.

In reality, we have a given tuning and life evolved to adapt to that tuning. If we had a different tuning, we would have evolved differently.

This grammatically awful sentence is hard to decipher but you appear to be making a rather poor appeal to the fine tuning argument. Such an argument has been debunked from many different angles before. I imagine you simply have not caught up. From the fact it is built on an assumption that life as we have it is the only life possible which is not an assumption that is valid to make at this time.... to the fact that the whole fine tuning argument is based on how the universe would collapse if you change one constant only.... the fine tuning argument has no leg to stand on.

There is simply no evidence on offer that the universe has been fine tuned for life and as such it is not evidence or argument for the existence of a deity. As I said before the hole is not fine tuned for the puddle. The puddle arose to fit the whole. If the hole had been turned differently you would still have a puddle but formed in a different fashion.

No. He does not. However I can understand in the absence of any argument, evidence, data or reasons for the existence of your deity why you would make up lies in some kind of Appeal to Authority Fallacy argument.
