Copeland's of New Orleans | Unique Food, Expert Service, Lagniappe Hospitality has a lunch brunch that might fit your requirements. But like JPD mentioned, beverages and gratuity might push you over your limit.

Okay, I understand. Any suggestions for a meat and three veggies place? And I meant 10-15 dollars NOT including tip. I understand that I will have to pay that as well.

Some of the Figo's around town might allow you to have a separate dining space for your party. I think the one on Westside does this for larger parties. You would definitely be under $15/person (and possibly under $10) there, and the food is excellent. But typically you have to order the food upfront, so if you're looking for full service this may not work.
