^ Cell phones are still better. All working cell phones must be able to call 911 regardless of paid-up service and cell phones can give location.

I agree that rural areas need landlines. If there is nothing for a 911 cell call to ping from, the call can't connect.

Landlines have not actually been reduced in number by as large of a percentage as cell phones number have been increased.

US Year -land line- mobile (in millions)
2000 193 109
2013 135 306
chng -57 196

So that is roughly a 30% drop in landlines compared to close to tripling the number of mobile phone numbers. The total of 306 million mobile numbers is close to the population of the country in 2013 (including children, prisoners, the infirm, etc.). It seems amazing that so many numbers are needed.

In addition to your comment about rural telephones, it is not clear how much cell phone traffic can be handled in a long term emergency. Telephone companies are anxious to be free of obligation to maintain legacy landline systems, but you can't put the infrastructure back in place in case of emergency.
