The city of Atlanta itself doesn't have authority or money to do things like that.

However, the city has enacted zoning ordinances which require underground utilities in most new and redeveloped areas. That's done at private expense but developers these days build that into the project cost, as it is required just about everywhere.

Local businesses have also undertaken a number of utility-burying projects along some of the more prominent streets. It costs a ton of money and is pretty complicated though. Look at how much work it has taken just to do a few miles of Peachtree near Lenox.

Its for increased visibility, They have them on even when they are not responding to a emergency. Our School buses have them also.

Why are these the only rescue trucks on the planet that have them?

It makes one wonder, "should I pull over for this rescue truck?" Not everyone can see colors so they see a flashing light on a rescue truck and pull over. That's not ideal.
To make them visible to other drivers when they are stopped at a scene. People constantly run into the backs of them so they have the light so you are aware of them from a distance.

They are on other local fire trucks especially the new models due to the new regulations by their national group.

I'm not sure we're talking about the same thing.
It's a 60 fpm (approx) rotator towards the rear /center of the roof. It is on all the time even when all the other lights are off and they are not responding to a call.

I thought it had something to do with telling the ambulances apart from say "road rangers" or different agencies or maybe to help helicopters see where they were.

Its not like they're trying to be seen. The lights are nothing compared to what's already on the trucks.
