Why is it that any amount of percipitation will make half the traffic lights in Atlanta go into "blinking" mode? A hard rain can grid-lock traffic pretty quickly on surface streets around downtown. I know we had some pretty rough storms last night and there were power outages, but why does is it take a day or more to get the traffic lights functioning properly again? There are some lights near downtown that had just been fixed since LAST WEEK'S storms that are blinking again. I go through about 12 lights on my 3 mile commute; this morning over half were blinking . . . and these are major roads like Memorial Drive, Dekalb Ave, Glen Iris, etc. Just seems like a major, major detriment to public safety since roughly nobody understands how to proceed.
