So what would we call the area outside of the outer perimeter? OOTP? Would this area be safer and have better schools than the OTP? Would the OTP'ers then have to look down on the OOTP'ers as uncool and boring? This scenario may blow up the space-time continuum.

I would love to see some streets re-paved. Many of them are an embarrassment.

It would also be nice to see the city support its major parks.

I would say, sticking Metro ATL into a giant bubble, and shrinking down everything inside the bubble. Yet providing a way to get in and out. Since the outside of the bubble would be much smaller than what's inside, it would provide an easy way to walk anywhere in the metro pretty quickly. Thus, the entire metro area would be walkable. We could use something like the Woodward effect, but instead of using it for thrust boost use it to shrink space inside the bubble. A torroid of negative mass would be used to expand the area inside the bubble, and contract it on the outside.
