Many COA schools are better that Fulton schools and vice versa. But that is not the point. The system is a mess. Make one larger area like a joined Fulton and Dekalb have one larger entity that manages one set of services, the other services are handled by sub-areas of the larger entity.

Don't get caught up in this area vs. that area or the terminology used for the consolidated government.
