Yup, I agree completely arjay57.
Meanwhile, the A.P.D. gravy train continues unabated.
Maybe a tv station that has a traffic person or an investigative reporter should look into it. But since I see little local tv news, who would be a good candidate for that?

They certainly could, but rarely do. Personally, I don't have the time to carefully research the traffic laws of every foreign county, state and city I visit. If I wanted to inform myself of the laws in Detroit for a future trip, I would need to review the traffic laws for the State of Michigan, Wayne County, and The City of Detroit, since all of these governments have jurisdiction in Detroit, at least to some extent. Of course, I might also need a lawyer to help me interpret a few of these statutes.

The need for drivers to research laws ahead of time is generally not a problem, since most cities do a pretty good job of using signs that clearly tell drivers what they can and cannot do. I think Atlanta is pretty good in this regard, with a few rare exceptions. There are even signs on the Interstates that clearly state that the HOV lane can never be used by and vehicle that has fewer than two occupants. The intersection that the OP references is an exception.

Page 321 http://mutcd.fhwa.dot.gov/SHSe/shs_2004_2012_sup.pdf

This sign https://maps.google.com/maps?hl=en&l...,40.16,,0,5.82

Does meet Federal standards for the HOV sign. I Don't think you would win a sign is bad case if you got a ticket. If you get ticketed where the sign does not meet the Federal Sign standards you might be able to get the ticket toss'd.

That being said, "Only" on it would be better, but not sure if that meets the standards.

What can be done to fix it is add a name to the road segment in Google Maps.

What about also contacting the ..... (fill in the blank) department at the GDOT to fix it?
Does anyone have any knowlege of that agency & how it works for addressing something like this?

How could you research that specific entrance ramp? That seems to be a little much to ask.

These signs are not explicitly exclusionary. Slap an"ONLY" sticker on them and invalidate all the other unpaid fines until that point.

Know the area and how to access the freeways.

I guess the signs in ATL could be worse. Research what the law says one should do in this case.

That's good advice but it's not always feasible to conduct detailed research before you visit an area.

Well the street in front of you might be two way off to Right, and one way from that road off to the left.

But they down allow car to turn left on to it for some reason.

(Possibly to allow left turning cars off the two way road on to that road The one that
"T" into it, to improve the flow of left turning traffic (giving them the right of way, with out turning traffic in front of them)

Can your post the where the sign is?
