Not sure about that. Data Centers might be interested in locating along the beltline for high speed connectivity. But that just means big buildings with few people. And why should companies want to be on the southside when there's plenty of options on the northside? 22 miles has a lot of location options.

Cost? Foresight? Airport proximity? Just a couple of possible reasons...

Awesome idea to install the infrastructure while the path is still torn up, thinking ahead.
WiFi in the future as a way to pay for maintenance?
I wonder if the same thing is being done to the streetcar line? In the pics on the rail, I have noticed conduit between the tracks.
