This is a solicitation for ideas, don't get caught up in the details, think big but realistic...

Constraints: Must have a public benefit that the City and State could get behind (possibly via tax incentives, partnerships, or political support). Cannot be an intensive use that generates excessive noise, traffic, or other nuisance issues (as it would be located in-town, there are already many NIMBY and zoning issues to contend with). There should be a demonstrated need and not something already overdone.

Opportunities: Bonus points for linking your idea to federal-level incentives. Focus on sustainability issues (energy, environment, community, etc.), education, advanced technology... Site could be as large as 30 acres.

Ready, set, go...

An interconnected system of linear parks and multi-use trails. This would not only create greenspace for community leisure and recreation, but alternative commute and transit corridors as well. Additionally, private investment and development opportunities would be created in places that are currently blighted or abandoned industrial areas, as people seek to to live, work, and play near this popular fictional amenity.

It's a pipe dream, but you said to think big . . .

Add capping the Downtown Connector between North Ave and 14th Street to this.

Not a bad idea, but kind of off-topic. Try to think about something site-specific, rather than a city-wide network. And, maybe I am missing a joke here, but isn't the Beltline an "interconnected system of linear parks and multi-use trails"?

NASA vehicle assembly facility in Piedmont Park. Seriously, I just wish the city would pave the street, time the traffic lights and clean up blighted areas.
