Here's a link to a page with information on the Duplex A86W, a completely privately-financed $2.4 billion 6.2-mile-long tunnel under historic and park areas on the westside of Paris, France:

Yes we need to do 2 big digs. One on the west side of downtown and one on the east side of downtown to install 2 or 3 express lanes in each direction that would allow traffic not going to Midtown or downtown to bypass the connector. For example, if you are dribing from Buckhead to the airport, you can go into the express tunnel and not the connector. This should relieve lots of congestion on the downtown connector. The west side big dig should roughly follow Northside Drive and exit at the Georgia Dome and I-20 and terminate into I-85 somewhere around Atlanta Metro College.

Isn't that what the Perimeter is for?

No ignoring here. It's too bad GDOT built those freeway ramps back in the 80s for the old Presidential Parkway proposal (Freedom Parkway on steroids). Maybe once the bridges are beyond their useful lifespan in 15-20 years they can be dismantled.

I think that all discussions I've read concerning capping the downtown connector ultimately contemplate covering it in green space. It is my understanding that a cap would not (could not?) be designed to support the weight of buildings and the like.

Even caps consisting of green space would be a big improvement. That's what Dallas did with the construction of Klyde Warren Park.

Cap it with a park. Should weigh as mush as a building, therefore won't need as much support.

Dallas is probably loaded with money that we don't have, however.

They tend to think big out there, too.
