Not a Ga. resident. Our DMV is currently refusing to issue a permanent tag without previous title which does not exist because the pre-owner's state did not require a tag or title, or they want a copy of the manufacturer's certificate of origin. But,
the origin (the company that built it) is no longer in business down near Macon.
